The Property Services Surveyor will be an integral part of the busy Property Services Team based in Stockport. Key responsibilities will include contributing to the effective management and maintenance of company property assets, conducting surveys and inspections of properties, and following up on any required actions from these surveys. The role will also involve preparing specifications for reactive maintenance works, small building contracts, and other related building works, as well as inspecting and signing off completed works while approving payments to external contractors and consultants. Additionally, the Property Services Surveyor will collaborate with external consultants to create specifications for works to be tendered to contractors, including managing the quotation and tender evaluation process.

The position requires managing projects, working with colleagues, contractors, and consultants on general maintenance, refurbishment, and new build projects. Close collaboration with the wider Property Services Team to provide advice and support will be essential, as well as line managing and working closely with the Property Services Project Manager.   • Undertake Inspections and Prepare Specifications of Work
  • Undertake inspections of directly owned or leased domestic properties and commercial properties on a regular basis to identify necessary reactive repairs, plan cyclical maintenance and to prepare programmes of planned works.
  • Prepare detailed specifications, programmes and schemes of work for energy efficiency improvements, disabled access, small building contracts, maintenance and major works.
  • Carry out initial inspections of properties for purchase, lease or to inform dilapidation schedules.
  • When required, to support the Voids Co-ordinator to undertake void inspections and devise repair schedules to enable rapid re-letting of vacant properties.
  • When required, to carry out property-related safety inspections and to work closely with the Health and Safety Team.

Key responsibilities:

  • Devise, implement and manage planned, cyclical maintenance and major repairs programmes in consultation with internal and external customers.
  • Manage and contribute to a variety of projects as required by Creative Support’s capital expenditure and development plans.
  • Obtain competitive quotations and tenders for major repairs and small building contracts.
  • Issue contracts for work based on agreed specifications and agree any payment terms, guarantees and retentions. Liaise with external surveyors, architects and other construction and property professionals, as required.
  • Supervise the quality and performance of external consultants, contractors and in-house maintenance team by regularly inspecting works in progress and on completion, ensuring that all defects are listed, completed and signed off. Provide updated reports to your manager and relevant colleagues.
  • Ensure that all programmes of work are achieved to a high standard within timescales and agreed budgets.

Line Manage the Property Services Project Manager:

  • To supervise, manage the attendance, workload and performance of the Property Service Project Manager.
  • To carry out quarterly supervision sessions, annual appraisals and return to work meetings after periods of absence.
  • To ensure that there is a training plan to maximise the individual’s personal development.
  • To co-ordinate annual and other leave with the Project Manager and other key members of staff.

Experience Required

  • Accredited professional or vocational qualification (Essential)
  • Experience of carrying out a range of property inspections (Essential)
  • Experience of managing building projects and/or maintenance programmes (Essential)
  • Excellent knowledge of building construction standards and legislation, with the ability to diagnose and specify remedies to building defects (Essential)
  • Understanding of responsive repairs, planned and cyclical maintenance requirements (Essential)
  • Experience of managing contractors and consultants to ensure value for money (Essential)
  • Competency to carry out inspections at height from scaffolding and mechanically elevated platforms (Essential)
  • Ability to plan, organise, and prioritise a heavy workload while maintaining excellent records, often working remotely (Essential)
  • Line management experience (Desirable)
  • Good project and time management skills (Essential)
  • Good IT and data management skills (Essential)
  • Experience of using asset management systems (Desirable)
  • General mechanical and electrical knowledge (Desirable)
  • Specialist knowledge in fire detection and assistive technology (Desirable)

Package:

Hours of Work: 37.5 hours per week including weekends and public holidays according to the needs of the service. There is a need to travel extensively across the country. The post holder will be expected to have a flexible approach to working hours in order to meet the needs of our staff and service users. Flexibility will then be considered within the working week to enable time for admin elements of the role.
